Any way to reset my skills?

SO i am up to level 61, and I have leveled all of my basic skills not realizing that I wouldnt be using them.  I was told theres a sands of oblivion, I have no idea what I did with mine.

 

I want to reset my skills so that I can put my SP into skills I am actually using.... how can I do so?
