Time Waster in Party matching

Hello

I am not sure if this is against the rules or not 

 

but there is an individual named Indrael (BD 40-49 ).created a fake raid boss group ( at 45-53 levels )  for more than 30mins ( still up as i write this topic ) and people joining and leaving joining and leaving  

 

he appears to be not active and not inviting anyone in his party hence why me and a few other people came to the conclusion that he made a fake RB group primarily to waste people`s time 

 

There is indeed no such rule prohibiting this but i believe his actions does not reflect the essence of party matching feature hence why i am writing this topic
