the buff doesn't do anything, or at least the ch buff doesn't.

It increases the threshold where various levels of weight penalty are applied. This does not necessarily mean, that the new threshold will be high enough to lower/remove your penalty. The buff (at least from an EE) works just fine.

i think it involved either the overall weight of the character, or inventory.
