Fighting spam bots chatting.

My suggestions are:

- Limit the number of messages shout / trade to 10 per day per person.
- Increase to 5 or 10 minutes between messages in shout / trade.
- Activate the report of bots within cities and zones of peace.
- Increase the minimum level necessary to use shout / trade 30.
- Ban all accounts that have used IP bot. Also players who have purchased other illegal users.
