i saw some videos from the retail russian/korean server where a player (not a blade dancer or sword singer) have this selfbuff in his shortcut bar (video below)

my question is, how do i get this? is this server specific event or an item?

it is specific only korean server

As far as i know only people with a preorder on korean servers could get these dances. On this server 100% not avaible.
