Sorry for these questions all the time but how can i send items to my brothers account? i cant seem to attach anything to the email?

I guess so, this is anti spam protection system.

You cant send mails, shout etc under 20lvl

To send a mail you must be at least lvl 10.
You have to be in a peacefull zone like a village/town when sending/receiving.
You can send mail to any char, even lvl 1.
