New account vs. Same account

Hello. So, the question is, are there any penalties for creating a new character on account, where another char is already made, compared to creating a new account? Like, on some servers you won't receive newbie buffs for all characters on account except the first one (not our case sure, we don't have any newbie buff) or some other bonuses and stuff.

 

Being unable to log them all simultaneously is not a problem.

And if i delete all characters from account, i still won't get newbie pack for the first one created then?

The question may seem dumb, I just want to reroll and i dont have earned enough money to buy myself gear

i had deleted all my characters on my account and when i returned to play 2.0, i could have first character stuffs
