Rune of Boost - How does it work?

Hi, I"m relatively new to the server.

I got this lvl 30 mission prize called Rune of Boost. It is supposed to give me some char stats "When in inventory", as the description says, but it doesn't work only by being in my inventory.

Please tell me what I am doing wrong.

rune of boost applies directly to the total of your stats, it does not display as a (+x) as for example dyes do.
