PROBLEM GETTING 30 PA

I try get PA and i get this message in game "you do not meet the requierements to create premium acount" 

I have 100 COL on charater ,but i try make this with the secondary account(linked with main account)

You need to Go to Nostalgia. There will be button Premium account. You need to buy there Rune for 30 days. They talk to Nostalgia and push Activate premium for 30 days.

I`ve got PA  .the problem was that he had not bought the item needed to activate 30 days .

and forgive my english . i explained badly
