Free offline shops doesn't work from 23 server time till 00 server time. Will be fixed. Before this and after this you can install 1 offline shop for free.

That's how it works 

And, no, i dont have any other characters online or already using offline shop

I tried to use offline shop every day i see this advertisement, and it never worked for me. Not once....and I am not alone with same problem.

P.S. - praying in Giran church doesn't help to fix the problem.
