Ping is possible to make visible when you select a proxy?

Im from Argentina and im wondering how to improve my ping, what proxy should i use? or any sort of help to improve my latency. Thanks.

I am from Brazil and my ping ranges from 250-400 in the Russian server. My question which region in Europe that is located server host. And what server to WTFAST would be ideal to use.
