Remove the EULA pop-up upon login

Hello.

Could you please ocnsider removing EULA pop-up upon login. I think noone is reading it and it just adds extra clicks for login. Unless it is required for your legal protection ofcourse 

It should be edited on server in

hAuthD.ini

Its 4 clicks and 1 keypress for admin to remove 10 000 of cliks per day for everyone
