Is P Evasion useless?

Why P-evasion works so bad or doesnt work at all? I have 99 points of evasion with passive skills of TH 46lvl, DEX +12 Tatu, bonus Mithril set, active buff Agility, and it gives me nothing at ALL in real. At the end we have that Light armor is useless, Agility and Song of water useless at all. I have some real effect just when use Ultimate Evasion with 119 evasion in stats. I was not playing L2classic before, but in C4 evasion was really working.

Its been discussed on other threads already, here is "summ up thread", maybe it will be changed, all i know for sure it rly sux now to be light armor user since evasion is useless, but its same on official so its not a bug

YES. EVASION HERE IS SH1T. My 43 assassin died from 2 monsters 5 lvl. Cause i left pc afk...  With such an evasion should have been recovered hp but since you get like 80% hits it's like WTF?
