2) We need 1 hour more = 13 CEST.

Server start working at 13 CEST.

I don't know how in Russia, but we trying to provide comfortable game for all our players. And we need such long restart to make it.

Better have few long restarts right now and after we see that game is comfortable for most doesn't make such long restarts for next year and just help to fix problem to few players that will still have problems.
