skill question light armor mastery

Hello players and gms.
I have a question about the Light armor mastery skill for rogues.
Because the skill says:
Increases P. Def. by 1.3, Evasion by 4 and decreases Critical chance by 15% when equipped with light armor.
WTF why does it decrease my critical chance?
