1st buff scroll pack gives empower level 5, concentration level 8 and so on. level 13.

Reported long time ago, seems not fixed.

buff effects from scroll have diferent effect levels then normal buffs.

check the stats it gives and not the effect level.

no it doesnt, its like that, there are diferent set of skills for buffs. like player buffs, adventurer buffs (given by the buffer npc), scroll buffs etc. most of them have diferent kind of "effect levels" on discription.
