we have 26, they have 23, and we cant declare war (system chat)

In GoD-Infinite Odyssey or whenever they implemented it (it currently works like that in official), a clan needs to be level 5 plus have at least 15 members to declare a clan war, so maybe they didn't change it back to level 3.

If that's not it, then maybe clan members need to be out of combat? Although I'm pretty sure that was the case for stopping a war, not starting one.
