Monk / Bear spirit totem buged?

Either i do not quite understand how bear spirit totem works, it does not work as it is suppose to be or tooltip is wrong.

Tool tip say: 20% + to PATK, -30% speed

Without Totem my Monk has 79 P Atk in char status. With bear spirit totem it has 86. Difference 7. That is not even 10%.

Speed does not decrease 1 point.
