No, rune and goddard are not even in korean official server and they have 3.0 + version. But they have varka and ketra which are not in the usual location.

So thats around 4-5% difference. Factoring that all casters play with 12 with on classic. You can say that wit makes some difference. Given the fact that necro fear base chance is 70%, with mental shield and 30 WIT the chance of landing a fear should be around 30-32%~.

yes wit affects resist rate but very slightly , here is the official test on russian offi server. https://4gameforum.com/threads/609562/ Even if you dont read russian you can see the tables. This table shows necro's curse fear with 10 and 22 with respectively.
