Party finding system

Hi guys!
Well in game we all have a function search the party. It's very helpfull for looking for party.
For different count we have a 1-1.5 k online as ppl's was said on the forumus topic's.
I don't understand why so small ppl's i have see in this "party searching".
Does any body can explain it?

B'cos in this system you have only ppl who entered it and are searching party. Rest have some CP / clan they don't use it.

​after 60 + u have a lot of enemies and u farm only with friends, so there is no point to go in party with randoms

60+? War between big alliances start from Abadoned camp 20+

Because there's just no motivation for people to use it. 

Everyone who needs a buffer just buys a dualbox and otherwise people just don't care. It needs to be reworked somehow.
