Grocery shop not opening from npc

Hey, i just started and figured to play as elven ranger. Got my first bow and now trying to buy arrows and in elven village i can't get grocery shop npc shop window open.

You have free teleposrts till 40 lvl bro You can go any city if dont want to w8 for GMs to fix him... if they didnt made it yet.
