Can someone upload client by FTP?

As in title. Some people can't use torrents, so is there any chance to upload client on sort of ftp server like rapidshare or whateva?

I know that torrents is the best and fastest way to do it, but I have all torrent's ports blocked by Internet provider...

ehhm, but it's impossible to block torrent via ports, cus it uses any port.

I don't know why, it's just blocked for few years so i don't care how it's done.
