Laurel Posted October 31, 2015 Report Posted October 31, 2015 In GoD-Infinite Odyssey or whenever they implemented it (it currently works like that in official), a clan needs to be level 5 plus have at least 15 members to declare a clan war, so maybe they didn't change it back to level 3.If that's not it, then maybe clan members need to be out of combat? Although I'm pretty sure that was the case for stopping a war, not starting one.
