low quests rewards (very low for repeated quests, such as 1000 adena limit etc) are coming from korea, then ru, and then here, it was made intenionally by koreans because of high amount of bots in korean classic

My bad, it seems that I messed up with the skill Frost flame and Ice?Cold?Freezing? flame (dont remember exact name), the 2nd and much more used DoT skill of shamans, wich has a pretty good land rate compared to this Frost flame you were talking about. And yes, skill levels pretty much incorporate into the land rate of skills, the same like (or even more) lvl difference. 90% skill land rate I was talking about applies when all lvl requirements are met (this is based on ru classic discussions).

Yes, this is classic, but it has nothing to do with broken skills. Frozen flame must have about 90% land rate on white mobs (lvl near the character lvl) even without spiritshots, using a weapon with decent amount of matak. Thats it. If it doesnt work like it sould, then admins have to look into it.

I guess you received them in 1.0 ru classic, and l2central is showing the information about 1.5 or 2.0 or what else is currently enabled in ru classic. Anyway, it is a pirate/private server, so some shit is gonna be messed up. P.S. you can definately get soulshots in another weapon quest, from 12 lvl.

First of all, it IS the official database. Second, this quest has no soulshots in reward.

On official classic it's not random. I played on RU and it have mage a mage wep, and warrior a warrior wep. Admins said that they are preparing the 2.0 update, so I hope weapon's ss/bss consumption will be fixed according to the official servers.

I was surprized too, luckily there was a nice elf, that wanted to exchange the staff into the sword just in the moment i realized that something is wrong with my quest reward... Unfortunately, I dont remember if the reward is must be related to your character class (warrior/mage), or is it random.

I dont see how actually you're going to implement this rule. Limits in party matching system can even more distract people from using it.

It always been like this - at Innova servers for example - you always have to log in first your Premium account, as it grants you to log in more accs.

I cannot remember the name of the quest (sadly), i canceled it, but i remember that the delivery npc is located near the shillen temple, that its a low lvl quest, and that i couldnt finish it when i came there being hi lvl (around 10-15), thats it.
