​I'm not sure about official servers' GMT, but when you create a ticket there's this:

 Due to the very large number of players on the server, response time to the Ticket can be up to 24 hours. Please don't create identical  or similar ticket - this greatly slows down the support staff work. Support Center work time: 10:00 - 22:00 CET.

And CET = GMT+1, I believe.
