No, its not bugged.  Different classes have different amounts of HP/CP. Even if they share the same stats/race. For example, Hawkeye has more HP and CP than Treasure Hunter.

its not only CON that decides how much HP a char has, you can manipulate the HP by adding or removing CON becuz its one of the factors. Tho chars by it self have different amount of HP/CP/MP and they also have different gains per levels
