I think that's on purpose; those two extra sticks would ruin the Stem market.

Check hoiw much actually drops from this mob. 

In spoil/drop patch may occur small mistakes, coz patch was done under 1.3 (?) i guess. Once San0 explained.

I checked. 1,600 stem has never been greater than 9 stem a mob
