​Then everyone can sell their characters. Because the buyer never tells, seller never tells. No evidence no harm. 
Seller just says I gave it to my friend. Buyer says I play my friend character.

So in other words, you can buy a character in this server and even transfer it to your own main account. With no problem at all.
thats really sad compared to the auction house ;o.
