​As far as i know, it's if more people are in same area, better will be the drop rate. For instance, if you kill Snipe alone, you have 5% chance to get a full loot (with x50 rate), and if few party come in same area then drop rate can up to 25%. It's how i understand how it works, maybe admin can explain better because they have algorithm (file).

Probability don't work like that, It need to be 5 - 25% drop rate here (drop rate change if more people kill mobs in same area on official Classic), not more not less.

It seem be drop by Weird Drake (lv 45) in Hunters Valley, admin use Ru classic database so it have to be correct.

For 2nd class quest Mr cat was and still a temporary fix, let them working on it, i don't think they want remove them and it's simple, because they want a 100% retail server. There are plenty of server without class quest, if some feature don't fit you, you have so many choice (server), stop want to change something when you don't like it.

Guillotine fortress (lv 95+) is from Tauti update (post GoD) when they revamp some old area into high lv area. Execution Grounds is the right name but it's just a visual bug in Hunting zone tab.

If you read carefully your link on goha.ru post and use google translation on these 2 quest, you can see there are random. If you translate "Случайно", it mean "Random" in english. So these 2 quest work fine and you need to have a bit of luck.
