That would hardly become a reality. Just y-day Balu had like 100k Karma in LoA. So many new people, they are running everywhere in all locations.

The sweetest fact is, after we make PK raids they are like " We will join China to kill YOU !!! ". Never was so easy to convince people to pick a side -> goal achieved! and it only costed 15kk adena
