Dual Box and Premium question

Hello, I've seen the topic on this forum about the services that will be available on the Dion x3 server and I don't see premium account. Does that mean that you will be able to log 2nd character without any donation or how its gonna work?

premium account isnt a service but i item you can purchase in game.

services topic only mentions services that are made not by the player and out of game.

2 boxes limit per PC ( 1 free, +1 if you have PA ).
