Reopen a test server to get the Knowledge Base going

Some quests, especially the transfer ones, will take forever to get made because you simply can't repeat the quest once you're 2nd class+, and I don't think anyone's willing to level up a new char just to make a quest guide.

Also it's not just the quests - a lot of stuff can be done on a test server which you "can't" on a live server, like enchant chances, block chances with different CON etc. If you're serious with the Knowledge Base project I'd strongly recommend the test server

Please, enable gm commands. At the moment gm panel can be opened but none of the functions are working
