My speculation is that china lobbied for this. It was easy to predict impact of this change Yes, something really fun was lost. I used to check the map very often to see if there were any bosses around. It was fun to approach the boss and see a bunch of people getting together to form a party in a hurry. In my opinion something really, really cool was lost. But I think this change was made because the random parties are formed by undisciplined people who: are screaming, running, attacking RB before its time (hahaha) everything turns into pandemonium; it gets in the way of organized groups.
