Soul Guard is based on your info is correct. Soul Cry is using MP based on your char level and skill level. We will check it, but I don't think that there any problems.

​​We just test it. You getting on 55 level 9-10 mana regen per tick and on 56 same 9-10 mana regen per tick ( it's regen 9 then 10 only because if it regen 9.4 first regen will be 9.4 that will shows as 9, then +9.4 = 18.8 that will shows as 19 ).
