unlike stun, which base land rate is 90% (hammer crush even more) and ~70% with resist shock lvl 4 (which not everybody might have, coz u need really high lvl EE for it), fear base land rate is 50% and with mental lvl 4 its 25% (for necro it should be 60/30, but still)  1 stun equals to most of classes death as well
