do you have any other quest active that needs items from this monster? if yes try canceling that other quest and see if it works. if not get me a screen shot so i can try to figure out where the problm is

just as a test try not killing the monsters in 1 hit and see if it gives quest item, some quests do not give quest items when you one shot the quest monster.

it was pointed out to me that some couple of chat bans were added to the ban list also so support team would know in case people complain about it on tickets. Yours might be one of this.
