Skill to work properly. There is a difference in the description of work skill - with his work. In fact - damage applied more often than once per second. Therefore, they cause a little less damage. But in the end, the damage turns out exactly the way written in the description of the skill.

just core i dont have. so its imposible to get non stop fear from DA if its 4 %, Me 76, dee 76 and EE 75 nobody resist fear from "Pistols" DA

but since im a good guy. first try no buffs no epics. second try with mental shield third try with mental and epics.  

it's been already discussed before. reflect needs to be either changed back to normal attack only, or needs to be nerfed at least by half. 40% reflect damage on both normal attack AND skills is just too much, either make it 20% max or change it like you changed VR. having custom changes from different chronicles mixed together always ends up with fucking the gameplay and overall class balance.
