There are 2 groups of Penalties: 1) Normal mobs penalty, which is: https://prnt.sc/k65zki 2) Raid bosses penalty. Ant Queen/Core/Orfen/Baium are in Raid bosses group, as all other raid bosses.

Are you sure that Baium is Raid Boss? Never read nothing in the game description which would suggest it, even the description of this "boss" (wordl boss, grand boss) don't suggest it. So the normal rules which is cited in game help should be aplayed (+5lvl max). So by my humble opinion the fact, that the items that have 100% chance by wiki didn't doped is because of dropping different items from the same sub-category of drops and chance for other items was lowered. p.s. Event the changing lvl of Baium on next patchech from 75 to 80 will suggest the rule +5lvl, also official reason in the patch notes was allowing high lvl ppl to participate in boss fight.

They already explained , if you have someone who did top DPS and is 3 or more levels higher than baium ,those 100% drops fall to 70-80%. Its not 100% whatever you do. Imagine killing orfen with 7-9 levels difference , will it drop 100% drops?

you were unlucky, i guess chege was there and hr made most dps, he is 78/79 lvl which is 3+ lvls from baium lvl and certain penaltirs are applied (runes drops from 100% to 80-90%, same goes for other items) source: Dude trust me (no but rlly, we tested it on test server) its enough to have chege, not many high lvls

I just called Gianni Infantino and asked him if he can postpone the final for like 3 hours so we can do the siege normally. I will tell you when he responds.
